Position Overview

System High Corporation is seeking cybersecurity multidisciplinarians for two new initiatives serving our Missile Defense Agency (MDA) client in Colorado Springs, Colorado. The Missile Defense Agency's (MDA) mission is to develop, test, and field an integrated, layered, ballistic missile defense system (BMDS) to defend the United States, its deployed forces, allies, and friends against all ranges of enemy ballistic missiles in all phases of flight.
The MDA's new Joint Cyber Cell (JCC) mission consists of three main objectives: 1) optimizing the Agency's cybersecurity posture, 2) promoting Agency-wide cyber domain situational awareness, and 3) supporting cyber consequence response and recovery coordination. These objectives are achieved by establishing and maturing enterprise-wide cybersecurity strategies and policies and devising and continuously improving technical measures that support the overarching cybersecurity strategy for the MDA.
The MDA's new Defensive Cyber Operations (DCO) Support Cell ensures the success of the Agency's DCO efforts. The DCO Support Cell is also responsible for the Chief Information Officer's Cyberspace Workforce Management Program (CWMP); ensuring the MDA's cybersecurity staff complies with Department of Defense (DoD) and the Agency's qualification standards. Additionally, this team also serves as liaison to MDA's Defense Industrial Base (DIB) mission partners to assure safeguarding of Agency data.

Required Skills (Knowledge, Skills, Abilities)

• Capable of leading and executing support of Agency-level Joint Cyber Cell (JCC) and/or Defensive Cyber Operations (DCO) Support Cell.
• Position requirements as identified in DoD 8570.01-M for Information Assurance Workforce System Architect and Engineering (IASAE) Level III; CISSP-ISSAP, CISSP-ISSEP.
• 20 years of IT experience, with 15 years of dedicated IASAE experience.
• Security Clearance requirement is up to TS/SCI as defined in DD254.
• Must be a U.S. Citizen as mandated by DoD 8570.01-M.
• Be a cybersecurity multidisciplinary that:

  • Applies knowledge of cybersecurity policy, procedures, and workforce structure to design, development, and implementation recommendations for a secure enclave environment.
  • Provides organized architectural and engineering recommendations in support of management.
  • Possesses detailed knowledge of cybersecurity engineering, cyber forensics, network security tools and technologies, and best practices.
  • Writes and revises JCC, DCO Support Cell, and Agency-level policy, directives, instructions, and other documents.
  • Coordinates tasks and projects to support the JCC and/or DCO Support Cell.
  • Demonstrate initiative and function independently and on a team across geographies.

Desired

Specialized experience and/or significant knowledge with any of the following:
• Cybersecurity engineering and architecture; Computer Emergency Response Team (CERT); Defensive Cyber Operations (DCO).
• Cybersecurity of networks, information systems, cloud, telecommunications, Infrastructure devices, satellite systems, databases/data warehouses/data lakes, and/or software.
• Information Assurance, Risk Management Framework (RMF), certification and accreditation.
• Supply chain risk management, secure software lifecycle, applications development.
• Vulnerability analysis, scanning, and assessments; devising and implementing mitigations.
• Common cybersecurity tools such as Intrusion Detection/Prevention Systems (IDS/IPS) , Security Information/Event Management (SIEM) systems, compliance tracking (Enterprise Mission Assurance Support Service (eMASS), etc.), and/or vulnerability scanners (Assured Compliance Assessment Solution (ACAS), etc.).
• Cybersecurity intrusion detection, incident response, and/or digital forensics; cyber threat analysis, attack surface analysis.
• Systems Administration, Configuration Management.
• Cyberspace workforce management programs.
• Missile defense systems, Industrial Control Systems (ICS), Defense Industrial Base (DIB).
• Technical writing skills, presentation skills, workflow optimization.
• Productivity software: MS Office (Word, Excel, Outlook, Access, PowerPoint; Visio); PowerShell; MS SharePoint; Collaborative Tools (e.g., Skype for Business, Defense Connect Online).
• Prior experience applying the above knowledge and skills supporting the U.S. Department of Defense (DoD).
